Introduction of Center

The main idea of establishing the Islamic Research Center has been proposed by Excellency Doctor Larijani, the speaker of The Islamic consultative Assembly and after being approved in the directorate of Assembly, it was established in October 2010 (Mehr 1389 Iranian Calendar) in Qom and began to work formally at the beginning of 2011 (1390 Iranian Calendar) .

This Center is an investigational Institution that is dependent to The Islamic consultative Assembly on the first hand and on the other hand it is operating under the observation of Qom Hawza. The investigational activity of this Center is based on Islamic sciences and knowledge along with the idea of serious exploitation from different expertise especially the knowledge of Law, and these activities are formed in the shadow of the responsibilities of religious scholar about "guiding and managing the life's arenas according to religious jurisprudence" and also as a contemplative and cognitive patronage for the Islamic republic of Iran.

The Islamic Research Center is an active and smart link between Hawza and The Islamic consultative Assembly,  the center wants to saturate the legislations with Jafari jurisprudence on the first hand and on the other hand has decided to be stable on the principles and basis of Endeavor (Ejtehad), and want  to avoid from imitation and innovation.

The Center besides surveying the plans and bills which are suggested by Assembly, offers scientific and executable suggestions to Assembly in order to adjusting them with Islamic sciences and knowledge along with continuous detecting of problems and present jurisprudential needs in the arena of legislation and law.


Ayatollah Ahmad Mablaqi is in charge of this Center.


Mission of the Center

Regarding the fourth principle of constitutional law which mentions that all the rules and regulations of country should be in harmony with Islamic laws and also according to the guidance of the Founder of Islamic republic, Ayatollah Imam Khomeini as well as the emphasis of the Ayatollah Khamenei (The supreme leader) about this matter, the Islamic Research Center of The Islamic consultative Assembly has a mission to: “Have a cognitional patronage from The Islamic consultative Assembly especially by means of utilizing the resources and jurisprudential sanctions”.

 The Center is working as a dependent investigational Center relying on The Islamic consultative Assembly.


Goals of the Center

1. Developing and spreading out the Endeavor (Ejtehad) in passing laws

2. Deepen the efforts to Islamizing the laws

3. Preparing a suitable way to heighten the correlation between Hawza and Assembly

This Center actualizes the mentioned goals (considering the activities not to be parallel with the investigational Center of Assembly) by working on three main arenas.

A. Juridical purification of the passed laws

   Recognizing the contrast of the passed laws with the holy Jurisprudence, accompanied by emphasis on the prior laws of revolution is supposed to be done by the Center.

Notification 1: this recognition submits to The Islamic consultative Assembly in terms of a suggestion and isn’t contrast with the Juridical supervision of guardian council.

Notification2: the Center ought to regulate these activities with the representative of The Islamic consultative Assembly.

B. Juridical and legal assistance for laws which are going to be passed

In this arena of activity, the Center has two main tasks:

1. Submitting the assistance to parliamentarians and committees in their attendance

2. Written assistance in the shape of Juridical and legal surveying and criticizing the bills and plans sent by Assembly.

     C.   Systemizing and giving sample regarding the suggestion of making law in future

The Center carries out this matter through the implementation of religious Studies which are based on Islamic cognitions to theorizing and giving sample for making qualified laws.


Responsibilities of the Center

1. Collecting and examining the viewpoints of scholars and researchers of Hawza or people who are active in the arena of religious researches or legislation and delivering them to Assembly.

2. Theorizing in the arena of religious legislation or the arenas that supervise the legislation from juridical aspect.

3. Implementing individual research in the arena of religious science and adjusting them with religious resources according to subjects, plans or bills sent by Assembly.

4. Surveying and detecting the problems ahead of legislative assembly from juridical and Islamic aspect.

5. Establishing a mutual correlation and cooperation with Hawza in order to enrich the discussable plans and bills in Assembly.   

6. Holding scientific, instructive and explorative seminars in agreement with the mission of Center in the presence of professors and literates of Hawza and universities in order to boost the responsibilities concerning the affairs of legislation and Assembly with the help of investigational Center.    

 7. Getting in touch with other organizations related to the arena of jurisprudence and legislation inside and outside of the country.

8. Revealing the results of investigational studies through these ways:

(1). Publishing books and related leaflets

(2). Parliamentarians and the committees of Assembly

(3). and through other direct and indirect ways

9. Implementing orders and missions given by speaker of parliament.
